Freshfields Advises International Consortium on Landmark New Tashkent International Airport PPP

Global law firm Freshfields has advised an international consortium of sponsors on a landmark infrastructure project in Uzbekistan: the development and operation of the new Tashkent International Airport under a public-private partnership (PPP) structure.

The key project agreement was signed on 17 June 2026 at a ceremony held on the sidelines of the Tashkent International Investment Forum, marking a key milestone for the project.

A transformative infrastructure project for Central Asia

The new airport will be constructed and operated by a consortium of internationally recognised players in infrastructure development and airport operations: Vision Invest of Saudi Arabia, Sojitz Corporation of Japan, and Incheon International Airport Corporation of South Korea.

Situated on a 1,310-hectare site in the Tashkent region, the airport is designed to become a premier regional aviation hub for Central Asia. The facility will include two runways and a passenger terminal of approximately 208,000 square metres, 98 aircraft parking stands, with capacity to accommodate 62 aircraft simultaneously, a fuelling complex and a new air traffic control tower. The new airport is designed to have capacity to handle up to 20 million passengers and 129,000 tonnes of cargo annually, and to manage up to 30 takeoffs and landings per hour.

Freshfields' role

Freshfields has been advising the sponsors on all aspects of the project and continues to support on successfully achieving financial close with a consortium of senior lenders, including leading international financial institutions, later this year.

This mandate builds on Freshfields' growing track record in Uzbekistan PPP market. Earlier in 2026, we advised an international consortium in connection with the development of an 800-bed multidisciplinary hospital in the Fergana region. The project is expected to become the largest healthcare facility in Central Asia to be delivered under a PPP model.
