Tim is a senior associate in the Dispute Resolution Group in New York.
He has represented clients on matters relating to international arbitration, the enforcement of arbitral awards, and cross-border commercial litigation involving foreign sovereigns. Tim also advises clients on compliance and regulatory issues related to economic sanctions, export controls, anti-bribery and white collar matters. He recently completed a secondment in Freshfields' Singapore office.
Tim is fluent in English and Mandarin Chinese, and is conversant in Cantonese.

Tim’s arbitration and disputes experience includes:
- Representing a multinational asset management firm in a pending SIAC arbitration arising out of a terminated M&A transaction for the sale of a multi-billion dollar real estate project in Seoul, Korea;
- Representing two investment vehicles of a major Asia-Pacific investment fund and the 18 SPVs they purchased in a post-M&A SIAC arbitration commenced by an Indian counterparty relating to solar power generation projects in India;
- Representing an oil and gas super major in relation to regulatory matters and arbitrations involving transactions with an Asian buyer, including in relation to an internal investigation into historic trading activity with the buyer in light of its recent trade financing conduct which could possibly expose the trader to liability to its financers;
- Representing a global technology company on a potential California seated, California law governed ICDR arbitration against a group of companies operating in the mobile marketing sector in relation to an advertising services agreement;
- Representing a multinational biotech company in an ICDR arbitration with a US patent aggregator concerning alleged breaches of a patent license as well as payment of royalties under expired patents;
- Representing a Chinese consumer electronics manufacturer in an arbitration against a US audiovisual technology company in respect of a licensing dispute; and
- Representing a multinational pharmaceutical company in a Taipei-seated Chinese Arbitration Association (CAA) bilingual (English and traditional Chinese) arbitration arising from long-term licensing, manufacturing and supply, and share subscription agreements.
Tim’s sanctions and export controls experience includes:
- Advising a US digital healthcare company regarding the impact of recent US tariffs on its supply chain and contractual obligations with counterparties;
- Advising a Norwegian chemical company regarding the interpretation and application of the recent US tariffs and the impact on its operations;
- Advising a Canadian institutional investor and pension fund on a detailed risk assessment of their investments, subsidiaries, and potential opportunities, and providing ongoing advice and updates to CDPQ’s compliance and legal teams;
- Advising a European webhosting company in conducting an internal investigation and preparing a voluntary disclosure relating to violations of US sanctions;
- Advising US and international airlines, aircraft manufacturers, and aircraft financing and leasing companies on anti-bribery, anti-money laundering, export controls and sanctions issues related to the sale, operation, financing and leasing of aircraft;
- Advising several major multinational corporations in the manufacturing, transportation, energy, financial, technology, and entertainment sectors relating to the application of US sanctions and export controls, particularly those that concern China, Cuba, Iran, Russia, and Syria;
- Advising on sanctions and export controls compliance in connection with public and private mergers and acquisitions, private equity transactions, investments, sales, financing, and strategic operations; and
- Providing guidance on exits, wind-downs, continued operations, and scenario planning in relation to jurisdictions under sanctions and subject to export controls.
