Loren Terry is a senior associate in the Washington, DC office and a member of the firm’s Strategic Risk and Crisis Management practice. He advises clients facing high-stakes government and congressional investigations, regulatory inquiries, and other crisis situations.
Loren has represented companies in investigations by the FTC, SEC, DOJ, DOD, and Congress involving privacy, data protection, cybersecurity, artificial intelligence, consumer protection and national security issues. He brings deep experience in congressional oversight and internal investigations.
Before joining the firm, Loren served as Investigative Counsel for the Republican staff of the U.S. Senate Homeland Security & Governmental Affairs Committee. He led investigations into fraud, waste, and abuse in both the public and private sectors, covering issues such as public health, national security, banking, human trafficking, and military affairs.
Earlier in his career, Loren served as a Surface Warfare and Public Affairs Officer in the U.S. Navy, where he advised senior leaders on crisis communications, maritime operations, and strategic planning.
Loren’s recent work experience includes:
- Representing a university professor under investigation by the House Select Committee on China for potential sanctions violations;
- Representing a multinational financial institution in a congressional inquiry into alleged support for forced labor in China;
- Preparing a former bank CEO for high-profile hearings before House and Senate committees;
- Advising the former Acting Secretary of State and U.S. Ambassador in connection with a House Foreign Affairs Committee investigation into the Afghanistan withdrawal;
- Conducting an internal investigation for a global tech company to assess regulatory exposure across jurisdictions;
- Preparing a senior global technology executive for multiple congressional briefings and hearings;
- Representing a leading tech platform in a government investigation into its AI products and advising on program improvements;
- Defending a global telecom company against claims under the Anti-Terrorism Act and the law of nations related to activity in conflict zones; and
- Investigating a cybersecurity incident for a defense contractor facing scrutiny from the Department of Defense.
