Ellen Rosenblum, former Oregon Attorney General, leads Freshfields’ State Attorneys General (State AG) practice. She brings decades of experience in government enforcement, regulatory compliance and litigation to guide clients through complex investigations and enforcement actions. Ellen was the first woman to serve as Oregon Attorney General. During her 12+ years in office, she led statewide efforts in consumer protection, data privacy, financial regulation, public records, civil rights and criminal justice. In 2024, Ellen was chosen by her peers to be President of the National Association of Attorneys General (NAAG) and received NAAG's Kelley/Wyman Award for Attorney General of the Year.
Ellen's tenure as Attorney General was marked by close collaboration with her state attorney general counterparts across the country, and with other state and federal agencies. Coordinated enforcement actions and compliance strategies often resulted in significant rulings, settlements and policy advancements. From this experience, she has developed strong bipartisan relationships nationwide, as well as deep knowledge of the enforcement priorities and investigative strategies of state attorneys general offices.
Ellen's career path to Attorney General began with private practice, where she represented businesses and individuals in litigation and appellate matters. She then served as an Assistant United States Attorney for the District of Oregon, where she prosecuted economic crimes and built expertise in federal investigations and trials.
