Nariné is a senior financial services associate in our New York office who advises banks, fintechs and other financial institutions on a wide range of U.S. financial services regulatory and transactional matters.
Her practice focuses on bank regulatory issues, including de novo charter, strategic investment, resolution and recovery planning, and activities/products permissibility questions. She regularly advises clients on the Bank Holding Company Act, the Federal Deposit Insurance Act, the Dodd-Frank Act, the National Bank Act and New York banking law.
Nariné also works with clients on regulatory issues affecting payments and fintech businesses, including state and federal licensing, evolving regulatory frameworks, and other considerations related to money transmission, digital assets and artificial intelligence.
Nariné has previously worked on the regulatory legal teams at two large foreign banks.

Nariné’s recent experience includes advising clients on:
- All stages of 165(d), IDI and other resolution planning, including drafting plan submissions;
- Payments and digital assets supervisory, licensing/registration and permissibility matters;
- Chartering de novo banks and trusts;
- Establishing and investing in cross-border joint venture and partnership arrangements;
- Governance, risk management and other supervisory matters and actions before federal and state regulators; and
- Compliance with prudential standards, changes in control, third-party risk management, and foreign and cross-border activities.
