The speed and scope of technological, economic and consumer change in the communications and media sector across the globe remains fascinating. ‘The world is going digital.’ These words, recently pronounced by Vice-President of the European Commission and European Commissioner for the Digital Agenda, Neelie Kroes, are a perfect reflection of the transformation that has taken and is continuing to take place in the communications and media sectors. With the advent of new technologies and the convergence of the communications, broadcasting and information technology sectors, a further wave of regulatory changes and reforms have recently been or are in the process of being implemented across the globe.
