Pedro is an associate in our international arbitration group.
Pedro has acted as counsel in several investment treaty arbitrations, in English and Spanish, under the auspices of ICSID and across a variety of sectors including oil, food and agriculture, telecommunications, construction, and financial services. Pedro has represented investors in several claims against Bolivia, Chile, Colombia, and Venezuela.
Pedro is fluent in English and Spanish, and conversational in French.
— Representing ConocoPhillips in the annulment phase of an ICSID arbitration under the Netherlands-Venezuela BIT arising out of one of the largest expropriations in history. In 2013, Venezuela was found to have breached the BIT, and in 2019, a damages award of over US$8 billion was issued. The annulment proceedings are in English.
—Secured a $2.8 billion ICSID award for Grupo Agroinsumos for Venezuela's expropriation of its investment in the most important group of companies in the country's agribusiness. This is the second largest award against Venezuela to date.
— Secured a groundbreaking US$105 million award for financial group BBVA in an ICSID Additional Facility arbitration against Bolivia under the Spain-Bolivia BIT. The dispute concerned Bolivia’s failure to conclude a long-drawn nationalization process of the country’s pension fund administration system that began in 2010.
— Represented Mexican telecommunications giant América Móvil in its Spanish language ICSID Additional Facility arbitration against Colombia under the Mexico-Colombia FTA, in relation to the expropriation of the assets held by Colombia’s largest mobile phone provider.
— Representing French companies ADP International and Vinci Airports in an ICSID arbitration against Chile under the France-Chile BIT relating to Chile’s failure to provide relief to an airport concessionaire in the aftermath of the COVID-19 pandemic.
