About Sam Houshower

Sam is a strategic regulatory advisor to companies navigating new regulatory regimes, bringing new products to market, or facing regulatory scrutiny. He counsels on regulatory strategy and controversies, product design, compliance, and commercial matters in complex and highly-regulated industries, including internet services, autonomous vehicles, machine learning, big data, digital healthcare, diagnostics, transport innovation & sustainable solutions, and cloudwork.

Sam previously served in senior legal roles in government. From 2010 to 2016, he served in the White House Counsel’s Office, ultimately as Associate White House Counsel, where he provided strategic and legal advice to senior White House and executive branch officials on high-scrutiny matters and led the White House compliance team. During 2020 and 2021, Sam served as a legal director to the Biden-Harris Presidential Transition Team.

  • Representing a multinational technology company regarding risk assessment and mitigation for emerging global content moderation regulations.
  • Advising a large online company on compliance with new digital markets regulations, including EU Digital Services Act and Digital Markets Act.
