Environment, planning and regulatory
Herbert deals with highly sensitive and politically tricky environmental and licensing issues – and is often called upon when things have gone wrong.
He advises a broad range of German companies and multinationals with a particular focus on the energy and chemical industries.
His skills lie in structuring legally and politically complex cases, advising on large-scale projects and licensing procedures and defending authorisations before the courts
(including the federal courts of Germany and the ECJ).
He is the author of several publications on environmental and administrative law, and lectures on environmental law at Düsseldorf University. He is regularly named as one of the leading environmental lawyers in both international and national surveys.
Career to date
Herbert studied law at the universities of Göttingen and Münster, Germany, and has a law doctorate (Dr iur) from Münster University. From 1988 through 1992 he worked as a research fellow at the Institute for Public Law in Münster.
