Dolly is a partner in our global energy and infrastructure group based in our New York office. Dolly has extensive experience representing developers and other equity participants, lenders and public authorities in connection with complex energy and infrastructure projects. Dolly's recent experience includes advising:
- the Regional Transportation District of Denver, Colorado (RTD) in relation to establishing a public-private partnership for the design, build, finance, operations and maintenance of the Eagle P3 Project comprising of three commuter rail corridors being developed as part of the multi-billion dollar and the first federally funded transit P3 project in the United States;
- the mandated lead arrangers supporting the consortium of Abertis Infraestructuras, Citi Infrastructure Investors (CII), and Criteria Caixa Corporation in connection with their successful bid to the Commonwealth of Pennsylvania to enter into a long-term lease and concession of the Pennsylvania Turnpike;
- the lenders in connection with OHL Infrastructure Inc.'s bid to the Texas Department of Transportation to develop, finance, construct, operate and maintain the first segment of the North Tarrant Express;
- the bidding consortium of Morgan Stanley and FCC Construcción, S.A. in connection with the Port of Miami Tunnel Project, one of the first greenfield PPP transactions in the US;
- the export credit agency lenders in connection with the Baku-Tbilisi-Ceyhan pipeline project, which achieved financial close in 2004. The deal won various awards in 2004/5 including Infrastructure Journal's Deal of the Year;
- Citigroup Global Markets, as sole arranger, on the $700 million TCW Global Project Fund II and the $1.5 billion TCW Global Project Fund III, created to invest in project financings in the energy, oil and gas and infrastructure sectors in emerging markets;
- Landesbank Baden-Württemberg and Norddeutsche Landesbank Girozentrale as mandated lead arrangers on the project financing of a 60MWp production line for photovoltaic modules supplied by Applied Materials Inc. in Großröhrsdorf, Germany; and
- US Ex-Im Bank in connection with the financing of a solar photovoltaic plant in Germany and a gas fired combined cycle power plant located in India.
Dolly has co-authored a "Model Law on Concession Agreements" published by the OECD. Dolly is a graduate of New College, Oxford University and Harvard Law School, where she was a Fulbright Scholar. She is admitted to practice in the State of New York.
