Lluís is counsel in our international arbitration and public international law groups. He specialises in advising on investor-state arbitrations and investment protection, as well as on the public international law aspects of transnational infrastructure projects, boundary and territorial disputes, treaty law and international environmental law. He acts as counsel representing investors and states in a large number of disputes under bilateral investment treaties in Latin American states (in particular Ecuador, Venezuela, Bolivia, Guatemala and Argentina), in a great variety of economic sectors, including hydrocarbon, water, electricity, telecommunications, mining and steel sectors. Lluís is also advising clients in commercial arbitration matters, and has extensive experience with regard to provisional measures, challenges and enforcement of arbitration awards before domestic courts. He is currently acting or has recently acted in arbitrations under the ICSID, ICC, LCIA and UNCITRAL arbitration rules.
Lluís has a Ph.D in public international law from Cambridge University as well as degrees in international relations (Cambridge), European law (Brussels), and Spanish law (Barcelona). He has taught international law of natural resources at University College London and foreign relations law at the Universitat Pompeu Fabra of Barcelona. Lluís is co-author of the book Law and Practice of Investment Treaties: Standards of Treatment (Kluwer Law International, 2009). He is a member of the International Law Association and the American Society of International Law.
