Personal information protection law: Japan

Following the publication of a report by a government working group in November 1999 and outline legislative proposals in October 2000, and prolonged debates in the diet and the public arena, Japan implemented the personal information protection law (kojin jouhou no hogo ni kansuru houritsu) (the Act) and other relevant acts in May 2003. Mizuho International is the lead manager of an issue of notes by Clare IV Funding, a Cayman special purpose company backed by restructured seller beneficial interests previously held by Orient Corporation (Orico) in two Japanese trusts of card loan receivables.Clare IV's purpose was to exploit excess seller beneficial interests, and any subsequent excess seller (and subordinated) beneficial interests, held by Orico in these securitisations.
